Chief Paul Schultz (MCJ) has over 48 years of law enforcement experience with 25 years as chief and 30 years experience as an adjunct college instructor. He is a national expert on managing small law enforcement agencies.

He was the Director of Colorado Peace Officer Standards and Training (POST). He has served as Chief of Police in La Vista, NE, Lafayette, CO, Canon City, CO, and Fort Morgan, CO. He was president of the police chiefs association in Colorado and Nebraska and was the chairman of the professional standards committee where he managed the Colorado state accreditation program. He served with the Thornton, CO police department for 20 years retiring at the rank of commander with his final assignment as assistant to the Chief of Police.

For the past 25 years he has taught law enforcement management nationally with over 3,000 command level graduates from every state in the United States. He has presented management training programs for the IACP, Southern Police Institute, Northwestern Center for Public Safety, and the Public Agency Training Council. He has assisted over 100 cities in Colorado in the areas of accreditation, management studies, professional standards investigations and police chief selection. He has also trained the United States Marine Corps Police Department, the Bureau of Indian Affairs Police and the US Army 10th Special Forces Group. He has won the national award for Best National Night Out a record nine times.

Chief Schultz has served on the IACP Small Agency Technical Assistance Project for over a decade where he assisted numerous agencies on management issues across the country. He was one of twelve police chiefs nationally to participate in this project from the beginning. He currently is one of fifteen police chiefs nationally to provide leadership counsel to the IACP publication “Police Chief”. He is also the coordinator for the ten week Command Officers Development Course for the Southern Police Institute in Fort Lauderdale, Florida

He is a certified expert witness in the 10th Federal Circuit where he has been an expert witness for municipalities in over 20 federal lawsuits. Chief Schultz has conducted numerous management studies of police departments in Colorado, Nebraska, Kansas, Oregon, and Alaska.

He is a graduate of the FBI LEEDS, FBI LEEDA, FBI Command College, and PERF Senior Management Institute for Police management training programs.

He is the author of a National Institute of Justice publication, “How to Assess and Improve Operations of Small Law Enforcement Agencies,” and he co-authored for the International Association of Chiefs of Police the “Police Chief’s Desk Reference Guide.” He is a regular submitting author to Police Chief Magazine on Leadership topics.

He has been adjunct faculty for 30 years teaching graduate courses at Regis University and undergraduate courses at Metropolitan State University and the University of Colorado at Colorado Springs.
